Implemented get cache for hdf5 and unit test #15

Implemented getCacheOnFile for nifty.hdf5. Wrote unit test that checks that the cache settings returned are correct. -> this fails - I believe that you are only getting a copy of the File Acces Propery List in setCacheOnFile and not actually setting it.
