feat(spec): create initial `spec.emu` #14

This is barebones starter spec ecmarkup code taken from the proposal template repo.

We want to have ci passing w/ this. We aren't yet committed to writing any spec code yet.

Saving what was previously there at the following codepen since we still have no agreement on where the rendered spec HTML file should belong; some like it at index.html, others like it at spec.html, but my repo had some MDN wishful thinking at this location, so that will be elsewhere.
