Extract transmitter #2

I should be able to use the Pulsar transmitter programmatically as a module so that I can use it in other projects.

Extracted transmitter to pulsar-transmitter. But if something was trying to send pulses, how would it do that? Would it have the whole pulsar package, or be an input to pulsar?
