c7m1: Compensate the spawn delay of tank frustration #42

Tested and (should be) working. Due to certain confusions, feel free to commit or ask for modifications if bad style or better logics, suggestions in other words.

I don't think it's a necessary change because the tank spawns right in front of the survivors, who are confined to a small area. Not sure if I am misunderstanding what this script does, but it seems to only make tank lose rage if they attack someone?

There's a call at the end with convar value passed in. Guess I will extend some improvements the next day like input EndScript once done. In the first place I would still say inconsistency isn't good when it's just simply because Survivors open it at different time. Well anyway feel free to close this one.
