Make MiniKrakenDBs available through http server #186

Hey,

I am sitting behind an ftp firewall and cannot download the MiniKraken2 databases. Would it be possible to make them also available through http. Cheers!

I can make them available via the http://ccb.jhu.edu/software/kraken2/index.shtml?t=downloads website. I'll post again here when I make a copy there.

@jenniferlu717 that would be good --- FTP to Australia is ~ 100x slower than HTTP due to edge router throttling.
