Fix a couple of issues when downloading files #697

  1. Fix an issue causing the progress bar to overshoot the stop mark.
  2. Remove code for re-downloading files when the on-disk size did not match the remote size. This logic would cause the process to hang for unknown reasons.

Merging this as it only affects k2
