Add ARM64 support to Docker images #248

Replaced docker build with docker buildx in the build_docker.sh to release multi-arch Docker images.

Kindly review this PR and suggest if anything needs to be altered.

Thanks for contributing this! Could you check that the new ARM images on dockerhub work?
