This may be a useful feature, although I'm not quite sure how it should work. We could add a message that tells a Module to move a given block to a different BlockTypeHolder (if possible) and then create Distributions were we can try to move already running blocks to get a better distribution. I'm not sure if this is useful, we'll have to think about that.
