This is caused by change spec before release. As Aaron mentioned ticketless chat, and later called as pre-ticket chat.
Original spec was chat without ticket, then from few beta customer report and we changed spec so the system create ticket before the chat. This cause the issue where we don't have any trace of ticketless chat now.
Different way to solve this other than introduce new settings for ticketless chat is add trace event that we can display inside admin portal.
This was raised on ticket 22971 as well.
The problem is that they send emails out on their new ticket status, but often this email doesn't make sense for chat sessions. It would be preferable if they could send out a specific email if the source is chat
