[39055] Rich Text Editor for client portal #656

Customer is asking if we can implement a rich text editor in the client portals.

Client portal currently has hidden support for markdown, it doesn't have preview. Rich text editor can be a good thing but how much can benefit the product as whole is unknown. When we put amount of technical debt on the table.

Plain text can achieve 90% of use case, last 10% is sugar on cake for the polish. It is not essential part of ticketing system.
