Currently there isn't a way to select all Contacts when adding to a User Group.
You can select all on each page, but the page is limited to 25 Contacts. The dialogue remembers what has been selected across pagination but you will need to go to each page > select all etc.
If possible to implement a way to select all Contacts to add to a User Group this would be a helpful feature.
One example could be similar to the Contacts Page where you can filter Contacts by tag and then select all to adjust tags/feature permissions etc.
