Building off of #10396, this switches from warning about a possibly outdated manifest, to instead immediately downloading a new manifest and using it. This still won't update the manifest in all cases (for that, we'd want to poll getManifest at some schedule) but it should help with the most disruptive case which is when you get a new item that isn't in the manifest.
