Bulk edit loadouts #9812

Especially if we implement the copy/paste version of #9811, it might be nice to be able to select multiple loadouts and "paste" into all of them at once. We could either:

  1. Have a bulk edit mode where you can check/uncheck loadouts.
  2. Have a search actions menu where you can apply actions to all searched loadouts. Probably most valuable after we support loadout search (e.g. #8571)

If you could select loadouts this way, you could also potentially "export" a list of share URLs in bulk.

The second option is now quite possible since we have loadout search.
