Is there a way to get data on who a 'good contractor' or bad contractor is? Someone who shows up multiple times on a contractor database?

can we 'game-ify' getting contractors licensed? is there a way to get young folks interested in doing more vocational work? coursera, but for mechanics / carpentry / plumbing / etc
