[dt_cli] Add basic cli commands and package repos together

Create a cli package that allows the end user to:

• initialize a configuration file
• apply pg_mod migrations with their given configuration
• run the [admin_dashboard] locally

The package will also ship both the [admin_dashboard] and the [pg_mods] together so that they can be downloaded via a package manager
