Waiting List Functionality for after the registration phase #110

There should be a way for Participant Care and Project Management to open a Waiting List for participants.

There should be two modes:

  1. remaining places (advertised as "you'll most certainly can attend")
  2. waiting list (advertised as "you'll need luck for someone to drop out to claim their space)
