Feedback box for explorations is cutoff when opened in guest mode #840

What steps will reproduce the problem?
1. Go to oppia.org or another instance of Oppia
2. Ensure you are not logged in
3. Begin an exploration
4. Click on the feedback button in the upper right

What is the expected output? What do you see instead?
The feedback box should fit completely on screen and the submission button 
should be visible. Instead, the box runs off the screen and the submission 
button is not visible to the user.

Bug turned out to be a strange caching problem. It is not consistently 
reproducible and does not seem to be the fault of Oppia.
