Pictures and usernames not displaying correctly on profile pages #855

What steps will reproduce the problem?
Visit a profile page, for example oppia.org/profile/jacob.

What is the expected output? What do you see instead?
The bio is displayed correctly. However if you are not logged in then the 
username and picture are not shown. If you are logged in then your own username 
and picture are shown rather than those of the user whose profile page it is.
