Dragging the active answer group should close the group prior to dragging #858

What steps will reproduce the problem?
1. Create a state with multiple answer groups
2. Open one of them
3. Drag around the open group to place it in a new location

What is the expected output? What do you see instead?
The answer group, upon starting to drag it, should close before being dragged, 
then open again when it is finished being dragged. Currently, it stays open 
during the entire process, which makes dragging somewhat difficult/awkward 
because the user must drag this large block.
