/application/actions/SubmitFormAction.php

at least that way

[x] do not perform any anti-spam actions based on services if there are no API keys present
[x] replace hardcoded fileds names at L67 with configurable fields
[x] do not relay on $haveSpam as a string flag ( like here )
[ ] get rid of THIS
