[Suggestion] Bungee-Channel-Messages #138

It would be really cool if you could add BungeeCord channel messages, so that local plugins can send global bans.

This feature is already implemented, but needs to be improved to send punishments in json format to spigot and allow AdvancedBan to read it and sync data across bungee and spigot for cases when it is needed in spigot and bungeecord (antihacks that punish players).
