Enhancement: Disable signup #7

Hi, it would be nice with a option to disable signups, so you can have a private instance.

Thanks for the suggestion.

I think having a RESTRICT_SIGNUP_EMAILS option could be a good solution, where you could provide a comma-separated list of email addresses that are allowed to sign up.
