Improve the contributing guidelines #12

I added a section documenting the process of claiming an issue and made an organization change.

I also added a link to a well known blog post about writing good commit messages.

I may have merged too soon.

Was it the intention to remove previous links/sections regarding the roadmap?

@mtliendo I felt that my changes communicated the same message as the text I removed. Would you like that text added back in? I'm happy to open a new PR if that's necessary.
