Launch hotfixes #9

  1. Consolidate content blocks in content-section divs (removes need for ad-hoc classes like bottombuffer.
  2. Add missing <div>s to make the Bootstrap goddesses happy.
  3. Adjust width of blue column on 992px+ viewports, adjusting fixed position footer accordingly.
  4. Fix bug where CoC text was clipped on larger viewports (see the dynamicpadding-bottom styles on the main-section.right element)
