Expand SponsorLevel object #7

Currently, the sponsor levels only contain information about where to display the sponsor and the order in which to display them. We need to expand the object to contain all information about the sponsor level, such as how may tickets they receive.

This is in the version I just checked in, but I don't want to call this "closed" yet, in case I come up with another thing or two. The whole DB project is still a little in flux.
