After vanilla loads after file datapacks, those should load the last

Seems if you add any dynamic resource packs via After vanilla, it'll be too late for file data packs, but if you load before vanilla it loads before the default vanilla and mod resource packs. This means user made data packs cannot override recipes and anything else Resource packs seem fine since they have a priority system. Currently using arrp 0.5.7
