Reason for disagreement: The original bug deals with the issue of headers and footers in the Developer Guide.
This issue deals with headers and footers in the User Guide.
Since one can be fixed independently of the other (since you're downloading 2 separate pdfs from chrome), they are not duplicates (as per the module website).

The headers and footers on every page hinder the flow of reading the UG.
They should not have been included in the UG pdf while printing from chrome.
