fix SDK<34 STFService installation #804

Set permissions based on SDK versions to ensure it works older phones

fix: #782

Tested with (including BLE features from UI)

@jupe , I tested with SDK 19,24,23,29,32 and all is OK, thanks! @koral-- I'm OK for merging!
