[BE] Add ltc type to benchmark endpoint #94

As an API client,

I want to have the 'benchmark' accept the 'lead time to change' metric type to get the 'overall' summary.

This should return a key relating to the 'benchmark' text expected for lead time to change.

These details should also be recorded in the OpenAPI spec and mock API.
