Feel free to squash into a single commit.

I intend to abandon all the forks civclassic has of the core civ plugins, I'll be PRing over anything of value. The civclassic repos are not maintained, they should just not exist.

I have a larger pull for 1.13 upgrade that properly removes Mercury from everything, so don't worry about that. I'll get this integrated tonight probably. Thanks again!
