This would split the existing permission node CHESTS, into CHEST_OPEN and CHEST_WITHDRAW.
CHEST_OPEN would allow grouptypes to open the chest and view the inventory inside.
CHEST_WITHDRAW would allow for individuals to actually pull out items, either by shift clicking, clicking and dragging, shift + drop button, etc.
This would allow for some interesting usages of chests, to allow for auditing without access, to allow for item-based card games, fun things like that.
You could even rename items using wordbank, place them in order, and tell a story.
