Currently the subset gpkg requires 1 xs upstream and downstream of structures. From a hydraulic modeling perspective we should include 2 xs uspstream and 2 xs downstream to account for contraction and expansion losses.

We need to see how this effect mapping in flows2fim if the reach ends at the structure and the new reach has a different flow
