Formats and organizes code
Adds two plugins for process api
- SST plugin allowing for SST run for single watershed over specified hour duration
- Temp / precip extraction plugin allowing for extraction of temperature and precipitation from zarr data for a region over a specified period, written out to zipped dss files at specified intervals
Adds general functionality of extracting temp and precip data from zarr to dss

Have not tested the plugins yet, not sure if zip output would be useful for process api, may need to refactor to output to s3 zipped file when using plugin
