Feature/grid generation plugin

• Adds plugin which consumes s3 JSON metadata objects, creates a zipped GRID file package, and saves to s3

• Adds plugin which generates standardized metadata for previous SST DSS output which is usable in GRID package generation

• Implements standardized metadata generation into temperature and precipitation extraction scripts, compatible with GRID package generation

• Removes superceded ETL for temperature transfer

• Removes outdated meilisearch function to generate HMS GRID package from meilisearch submodule

@slawler I have taken the plugin approach discussed last Friday to package metadata required to generate GRID files in expected format when generating DSS files. I have run all plugins to make sure changes do not break any existing plugins and all behaved as expected

Reviewed to resolve merge conflicts with main. Will test first thing tomorrow to make sure changes are good

Tested docker builds without entrypoints enabled; all built successfully
