please adjust max stat values to 99 #8

Ps4 Save wiszard has set my stats to 99 for each tree, I would love to fix this but this causes issues loading my save :'(

Had a fix ready for this but looks like @DeweySalt is way quicker than me. They've already fixed it in latest master :) I just tested it and it's allowing me to lower the stat from 99 now.
