rewrite Control Panel #310

Moving Control Panel to wxpython3. Desktop icon no longer launches a terminal, but directly to Python.

Note: I haven't changed the calls to trimming but I don't think they work. Like, I don't think they worked to start with.

does the control panel get displayed on the desktop on a standalone installation?

@CleoQc and yes the control panel gets to be copied onto the Desktop when doing a standalone installation.
