Configurable time format in ErrorMailHtmlPage

Could a configuration setting be added to allow us to choose between universal 
and local time, in the "Generated" time that is displayed at the top of emailed 
errors.

I ask because its currently confusing.  If you browse a logged error within the 
application itself, it says "Logged on" and specifies a local time.  But if you 
set up emailing, then when it emails you the same error, it says "Generated on 
... GMT".  Having local times in one place and GMT in the other is confusing.  
Especially if you get used to everything being in local, and then misread the 
emailed time as if it too was local.

The configuration setting would enable us to make it so that the GMT one _is_ 
local.
