Building fails when using Command Prompt for VS 2013

What steps will reproduce the problem?

1. Clone the repo
2. Open the Developer Command Prompt for VS 2013
3. Change to clone directory
4. Run build.cmd

What is the expected output?

Expect the build to succeed.

On what operating system?

- Windows 8.1
- Visual Studio 2012 & 2013 installed

Additional information:

Build works when trying the same starting Developer Command Prompt for VS 2012 
or Command Prompt.
