My opinion is that VCS is enough for versioning per se. However, what the original WP Provisioner has is more like "names" or "codes" for collections of provisioning instructions. They don't have to represent versions, but could represent e.g. environments.
Currently the purpose, requirement and practicality of versioning provisions for a WP site is unknown.
The use of versions by WP-Provisioner is technically optional. Further more, there is no way to version the file that contain option mappings for WP-CFM. See https://github.com/Dhii/scotch-bedrock/issues/17#issuecomment-264638809
For now this is not a critical problem that needs tackling. However, it might be considered in the future.
