I am only able to see the TA requests submitted AFTER i have been asigned a TA coordinator role #221

I am only able to see the TA requests submitted AFTER i have been asigned a TA coordinator role, any my own TA request. Even though the TA requests submitted BEFORE i was assigned the TA cordinator role were for MY institution - Museum für Naturkunde Berlin.

Steps to reproduce the issue

What's the expected result?

As a TA coordinator, i believe I have to be able to see all TA requests or at least ALL TA requests for my institution.

What's the actual result?

I am only able to see the TA requests submitted AFTER i have been asigned a TA coordinator role

We identified a problem with assigning the role of TA coordinator after TA requests have been registered for that institution already and we're working on that. But in any case it's important to have all roles, especially TA coordinators and TAF admins, assigned before a TA call starts to avoid these kind of problems.

But as a TA coordinator you are only allowed to see the TA requests in which your institution is involved, so not all TA requests for any institution (see Github issue #170).
