Bug: split file tool returns an error with accented characters #108

It was challenging to debug this with the split tool from the Galaxy toolshed.

It was decided to create a tool which uses the Linux split command. This was implemented in 715c7c6a3033d16555f5e8c03ad02fc0dbb87e95 and 4ad9eb8859e86c6bfae8e0549dcc1f738857b4c3 and in example workflows appears to solve this bug
