Add persistent bulk download per user per batch #72

  1. Modify workflow input to include batch id
  2. Propagate batch id from workflow HTML UI
  3. Gather outputs in single directory on server
  4. Expose download/export option for end user (or gather to single workspace?)

Aim to export: OpenDS, OpenDS flat as csv, PROV / run metadata (e.g. tool versions, config options)

If a collection of openDSs is to be exported, this could be packaged as an RO-Crate. For the interested this would add metadata but for those not - it is still a zip file

The switch to collections allows a user to easily download all submitted samples/specimens from their History(ies). There is some additional functionality we may want.
