Allow creation of new user accounts with SDR workflow imported by default #82

Currently new users would have to have import the SDR workflow from the shared workflow list.

It would be preferable if new users were created with the workflows ready to use.

This could be achieved by creating an Ansible playbook, run by an admin, which creates and initialises new user accounts using the galaxy API.

This has been achieved and minimally tested
