Create a bootstrap admin user

The use of a bootstrap admin user (existing only during Galaxy installation) would allow the Galaxy API to be used during installation.

This could be achieved by:

Setting the master_api_key in the galaxy config
Using the master_api_key to create a bootstrap user with an admin registered email address
Performing API tasks (e.g. adding shared workflows from SDR repo)
Deleting the bootstrap user
Disabling the master_api_key
