Create a Galaxy tool for reconciling taxon names #90

The tool should be able to take text strings and reconcile them with external identifier providers e.g., Catalogue of Life+ IDs, GBIF's Backbone Taxonomy, and others.

Out of scope for the SYNTHESYS+ project but remains a valid/required tool for future DiSSCo services.
