Implement a set of centrally managed and updated workflows #93

To allow users to quickly get up and running with the SDR it may be preferable to manage a set of centrally managed workflows, updated and maintained by the SDR developers.

Currently workflows from the SDR repository are only pushed to users once, when the user is created.

Open questions are:

  1. Should the SDR devs be able to push workflows to users?
  2. Should pushed workflows be allowed to overwrite changes the user has made? Or should these workflows be made unmodifiable
  3. How could users feed required changes and suggestions back to developers?
