ods:localTitle: adjust name and/or expand definition #173

This term seems to be named in alignment with dcterms:title. With the changes proposed in #172 , the name of this term might also be in need for adjustment. From the single example given, it looks however more of a time of label for the identifier type. Again, this is not clear from the definition. If localTitle in this context refers to the name of the identifier within the organisation it came from, maybe it is a suitable term name for its purpose.

Clarifying the description. ods:localTitle refers to “The local name or title of the identifier as used within the organisation providing the metadata”

Looks like there is overlap between dcterms:subject and ods:localTitle. Decided to remove ods:localTitle and broaden the definition of dcterms:subject to "Additional keywords that the publisher may prefer to be attached to the identifier". Switched dcterms:subject to an array so that multiple values are possible
