Should mock service create the log/pact dirs if they do not exist? #6

On Gulp when you run the test task it creates the tmp and log dirs... wondering if we should move that to the mock service and have them as cli arguments.

The only thing that is stopping me is not being sure whether or not a tool should create it's own directories. I know some tools deliberately don't, for security reasons. I think this should be ok though?
