Creating a CI environment from the dashboard only provides a vanilla jenkins install

To re-create the scenario:

• the user is at the dashboard
• they want to create CI environment for their project
• they select a jenkins-ruby-on-rails template and provide some basic parameters for the environment
• once the instance is created, the user can now browse to the jenkins install

When they arrive there, jenkins is up and running however none of the jenkins jobs have been created.

The expectation is that the CI is set up the same way as creating the CI from the launchpad.

Only worry about the jenkins-ruby-on-rails template for now

Looking at both work flows, it looks like creating the environment via the dashboard requires a lot more user provided details. I need to investigate what value we derive from allowing these values to be configurable from dashboard but it seems like we should reuse the launchpad logic.
