Jenkins unable to build ruby project with missing dependencies

Jenkins needs to be able to build run project with common rails dependencies.

• sqlite3 is an example of a common dependency which is missing from ci server

On the short term we can add dependencies we find we need to the ci cloudformation template. However, in the longer term we need to think how best to dynamicaly fetch the dependencies that are required by the project
